 Recently it has been proposed that the members of the European Union be required to adopt laws to prevent smoking in public places (i.e. bars, restaurants, etc.). In the U.S. and some other countries such laws are already in effect in many cities. The ostensible purpose of these laws is to reduce the health risks of second-hand smoke on people, presumably with attendant reduction in public health costs and an increase in the health of society as a whole. Many people favor such legislation. Others, however, consider such restrictions a limitation on personal freedom and choice and further the work of busybodies with too much time on their hands.
Query: Should Ukraine (or given cities in Ukraine) pass laws banning smoking in public places?
Bonus Question: Do you believe that second-hand smoke is a significant health hazard?
