Holiday Hell


If the result of this month's Opinion Leader survey is to be believed, the nation's next president would make a lot of business people happy if he would just sit down and create an annual schedule of national holidays.

Most countries have an annual schedule of official holidays, and specific rules governing what happens when, for example, a given celebration falls on a Sunday. Our respondents say that Ukraine should, too.

That would be far preferable to the current system, which keeps the public guessing about when a holiday will be observed, and whether the following Saturday will be a compensatory working day. The Cabinet of Ministers seems to make these decisions arbitrarily now, waiting to make the call within a few days of the actual event. That makes planning difficult for the nation's businesses and their employees.

A full 97 percent of those responding to our survey favored an annual calendar. Polls don't get much closer to unanimous than that.

Our informal committee of Opinion Leaders weighed in on other workplace issues this month as well. About those Saturday workdays? More than 60 percent dislike the idea. And 63 percent feel that taking time during the day to acknowledge occupational holidays like Bookkeepers Day, religiously inspired name days like Tanya Day, and personal birthdays constitute a disruptive influence for the working environment.

Our respondents were more evenly divided, though, when it came to whether Ukrainian firms had a more relaxed attitude toward vacations than their western counterparts, and the question of whether drugs and alcohol were bigger problems in Ukraine.
